Diagnostics & documentation

You can't rehab what you can't see.

CEI's cleaning and CCTV inspection services produce the deliverables engineers, asset managers, and grant applications actually need — coded to NASSCO PACP and formatted to your specs.

Cleaning

High-pressure jet cleaning, root cutting, and heavy debris removal.

Every rehabilitation begins with a clean pipe. CEI's cleaning crews arrive with combination trucks sized to the diameter, purpose-built nozzles for the debris type, and a documented before/after standard so downstream inspection is worth reading.

  • Combination truck cleaning of 6-inch through 96-inch mainlines
  • Purpose-selected nozzles: penetrator, chain flail, root saw, rotating
  • Mechanical root cutting for heavy intrusion
  • Grease and calcite removal — chemical or mechanical as spec allows
  • Vac-truck extraction and legal disposal of removed debris

CCTV Inspection

NASSCO PACP-certified inspection with clean deliverables.

Our CCTV crews run modern crawler platforms with pan-tilt-zoom heads, laser distance measurement, and lateral launch capability. Every inspection is coded live in the field by a PACP-certified operator and delivered in the format the engineer or municipality requires.

  • NASSCO PACP, MACP, and LACP coding — certified operators
  • Pre-installation, post-cleaning, and post-rehab inspection runs
  • Lateral launch inspection available on qualifying host pipes
  • WinCan, Granite XP, and ITpipes-compatible deliverables
  • Digital reports with time-coded video, photos, and observations

Inside the rig

Inspection and lateral reinstatement on one platform.

Our purpose-built service trucks carry two systems that work together. The Schwalm robotic cutter reinstates lateral connections after CIPP lining — restoring flow to every service line without excavation. The IBAK inspection system runs pre- and post-rehab CCTV with PACP-coded deliverables. Owners get the full cycle — inspect, line, reinstate, verify — from a single crew.

  • Schwalm robotic cutter for post-lining lateral reinstatement
  • IBAK mainline platform with PTZ camera heads for CCTV inspection
  • Precise, no-dig lateral cut-outs — flush, chamfered, and CCTV-verified
  • On-board generator, HVAC-controlled operator cab, full field spares
  • Same crew handles inspection, lining verification, and reinstatement
Common use cases

What we're inspecting for — and what you actually get.

Rehab scoping

Pre-design inspection to identify defects, measure lateral locations, and confirm which sections warrant CIPP versus point repair.

Post-rehab acceptance

Owner-required post-installation CCTV to verify liner condition, lateral reinstatement, and closeout deliverables.

Asset management

Programmatic PACP-coded inspection routes to build or refresh GIS-linked condition data for capital planning.
